A- ASR provides standard disk with transfer rate of 2 mbps and premium disk with 15 mbps, PROD db is generating 100 gb of data at that time and the replication is taking time to copy all that to DR node and hence a delay in Sync and they are getting a notification.

A- the Azure Traffic Manager has been designed to distribute traffic globally (Multiregional environments). You can also set up Traffic Manager to work with Azure App Service, routing the user to the closest App Service instance, improving the performance of the WebApp.
